The looseness is caused by the needle bearings wearing out and breaking up and or falling out.
The loose steering shaft is not the cause of shaking.
It is the result of shaking.
The causes are old age, rusty needle bearings, loose and shaky front end.
Sometimes the universal joint binds up creating a tight spot in your steering before it breaks.
